Man City correspondent Sam Lee said on David Ornstein's Youtube show: "De Bruyne is still most likely going to sign a Man City contract but he is annoyed.
"I have it on very good sources that De Bruyne had been complaining to his Belgium team-mates that City's offer to him was slightly less than he is on already – with all things considered.
"But the main thing was they were willing to pay Messi this amount of money and he deserves a bit more after everything he's done.
"I'm sure they'll give De Bruyne what he's worth."
Coral's John Hill added: "Kevin de Bruyne would improve any team in the world and if Barcelona are looking to rebuild in the summer.
