He becomes Pep Guardiola’s third signing of the summer – following Erling Haaland and German keeper Stefan Ortega.
City are also expecting Argentine forward Julian Alvarez – who they signed in February but loaned back to River Plate – to arrive in Manchester this week.
Phillips will join the champions to provide competition for Spain international Rodri, who had an outstanding season last year.
He said: “City have again proved to be the best team in the country with an amazing squad and a manager in Pep, who is rightly considered to be the finest in the world.

He said: “Kalvin is a player that we have long admired, and at both domestic and international level, he has proved his fantastic ability and quality over the past few seasons.
“His reading of the game, alongside his passing ability, energy and drive make him a formidable talent and he is a player who has a fantastic will to win.
“We feel he will be a superb addition to our squad and that he will complement our game perfectly.”
City will pay £42m up front for Phillips with around £3m in add-ons if he proves to be a success.
It takes their spending for the new season to over he £100m mark – following Haaland for £51.4m and Alvarez snapped up for £14m.
However a good chunk of that was offset by news earlier on Monday morning that Brazilian striker Gabriel Jesus has joined Arsenal in a £45m move.
All four of City’s new boys will be officially unveiled to the fans at a special event organised at the Etihad on Sunday.
