The Gunners are available at 5/1, and are the most-backed side with almost a quarter of all bets on them to go one better than last season.
Arsenal have recruited well over the summer with Declan Rice, Kai Havertz and Jurrien Timber arriving for upwards of £200million.
The trio improve Arteta's starting XI immediately, and many expect the club to get off to a flyer given their opening three fixtures are against Nottingham Forest, Crystal Palace and Fulham.
Manchester City are the 8/11 odds-on favourites to retain their crown, but only 10% of bets have been placed on Pep Guardiola's side.
The Citizens have lost some influential utility players in Riyad Mahrez and Ilkay Gundogan.
But there's no doubt that centre-back Josko Gvardiol improves their backline and Mateo Kovacic will provide yet more experience to the midfield.

Manchester United have attracted their fair share of support with 14% of stakes on them to win their first title since Sir Alex Ferguson left Old Trafford.
The Red Devils finished a distant third in the Premier League last season, but the additions of Rasmus Hojlund, Andre Onana and Mason Mount could make a significant impact.
Liverpool (6/1) have attracted 12% of the bets, and 14/1 outsiders Chelsea have only been backed by 8% of punters with Mauricio Pochettino looking to revitalise their fortunes.
Betfair spokesperson Sam Rosbottom said: "The odds have Manchester City as the clear 8/11 favourites to win a fourth straight Premier League title, but punters don’t see it that way and more bets have been placed on Arsenal, Manchester United and Liverpool to win the league.
"5/1 second favourites Arsenal have attracted almost a quarter of the bets, more than any other side, in the Betfair Premier League winner market, with Manchester United following at 14%, Liverpool 12% and then City trailing with just 10% of punters betting on that market backing them to win."
