Having helped Inter reach the Champions League final, the Serie A giants are desperate to hold onto Lukaku.
However, things are tight financially and the Nerazzurri are refusing to meet the Blues' release clause – despite it being vastly reduced.

Willian on the move
Willian has taken a step closer to the exit door at Fulham after failing to show up for pre-season training, reports SunSport's Andrew Dillon.
The winger was absent as most of the squad reported back for duty in readiness for the new Premier League season.
The 34-year-old is out of contract and therefore technically not obliged to come in having rejected the offer of a new deal.
But sources at Craven Cottage were hopeful that the former Brazil international would be persuaded to sign on for another 12 months – until this twist.
A Fulham insider said: "There was a feeling that he would eventually see sense and agree to stay on. But this turn of events makes the club feel a little bit less sure that he will be coming back."

Leicester target 'Schmeichel understudy'
Leicester have offered Brondby £6million for former Kasper Schmeiche's Danish international understudy Mads Hermansen, reports SunSport's Graeme Bryce.
New boss Enzo Maresca is on the lookout for a reliable number one after Danny Ward and Daniel Iversen struggled as the Foxes tumbled into the Championship.
He believes 23-year-old Hermansen fits the bill and is hopeful of landing the Dane after another admirer, Burnley boss Vincent Kompany, turned his attention to Manchester City's James Trafford instead.
Maresca had been keen to sign City back-up Zack Steffen but the American has been ruled out for the start of the season following surgery on his ankle.
Now it appears the Foxes boss is stepping up his pursuit of Brondby's player of the year after Hermansen was left out of his club's friendly against Swansea this week while negotiations took place.
