The Middlesbrough court heard how the ‘root cause of the problem is alcohol’ but Morgan is now receiving counselling.

Rachel Butt, prosecuting, told how Morgan was off-duty at the time of the offences.

The court heard how there were two victims and Ms Butt described how Morgan became ‘more and more intoxicated’ as the night progressed.

On the first sexual assault, Morgan touched the woman two or three times on her bottom.

Morgan then launched his next assault, walking behind the second woman and grabbing her from behind.

Ms Butt stated that he also made comments throughout the night. The court heard how the incidents were captured on CCTV.

The first victim told the court how a ‘boundary had been crossed’, While the second victim stated she ‘didn’t consider herself to be a victim of a sex assault’.

She said: ‘I don’t recall being bothered at that time. I’ve not been affected since.’

Three further sexual assault charges were withdrawn by the CPS during the hearing.

District judge Helen Cousins stated that she took the view that the ‘proper place’ for sentencing the officer is the crown court.

Mr Hauge, mitigating, disagreed stating: ‘This is something this court could deal with.’

The defence solicitor told how Morgan is a ‘man of previous good character’ who has ‘never been in the criminal justice system’.

Mr Hauge added that the ‘root cause of the problem is alcohol’ and Morgan has taken steps to address his actions, including counselling.

‘As a result of his actions he has lost everything he has,’ the solicitor said. ‘We know what he does for a living, in due course he will lose his job.’

Judge Cousins said there are multiple victims and ordered a pre-sentence report, committing the case to Teesside Crown Court for sentencing.

Morgan was granted unconditional bail until he appears in the higher court on November 14.
