Evil killers Wayne Couzens, Levi Bellfield and Ian Huntley will reportedly be among a host of prisoners who will have phones installed in their cells, sparking fury from MPs and former detectives.

Inmates at HMP Frankland are said to be ecstatic with the news that they will be able to privately make phone calls from the comfort of their own prison cells.

The Category A prison in Durham, which is regarded as one of the UK’s toughest jails, is where the likes of Sarah Everard’s killer Couzens is incarcerated.

Couzens is currently serving a whole life term for the abduction, rape and murder of Ms Everard, 33, in March 2021, while Bellfield – who is known to have killed at least three people including Milly Dowler – also faces life behind bars.

Huntley – who murdered ten-year-olds Holly Wells and Jessica Chapman in Soham, Cambridgeshire, in 2003 – faces two life terms, with a minimum 40-year tariff at the maximum security prison.

But in a shocking revelation, cells are set to be fitted with phones over the next few months so that prisoners no longer have to queue up to make calls, The Sun reports.

A source told the paper: ‘The prisoners are really excited. It seems like a massive project with loads of workmen on site. They seem to be spending a lot of on what could be seen as a luxury.’

Last month, it also emerged that Bellfield was set to take legal action against the Government to try and force it to let him get married while behind bars. 

News of his proposed nuptials with the woman, who is in her 40s, sparked outrage when they were revealed last year, and Dominic Raab has vowed action to stop it happening.

Former Met Police detective Peter Bleksley condemned the decision to allow prisoners phones, arguing that it is ‘beyond the pale’ that ‘monsters like Huntley’ would be able to make calls from their own cells.

He said that he anticipates that inmates at the notorious prison will ‘abuse’ their access to the phones.

Tory MP James Daly, who is also a member of the Home Affairs select committee, branded the move as ‘appalling’, adding that both victims of the crimes and taxpayers would be ‘sickened’ by the schedules luxuries.

Sources told The Sun that inmates will have restricted access to the phones – and that their calls will be monitored.

Convicts at HMP Frankland have single cells with a TV, sink and toilet, while well-behaved inmates are allowed Xboxes and DVD players.

A Prison Service spokesman said: ‘Phone use in prisons is subject to strict time limits, risk assessments and monitoring.’ 

Prison chiefs faced serious questions in November last year after one of Stephen Lawrence’s jailed killers David Norris was found in possession of a mobile phone for the second time in two months at HMP Dartmoor.

It was found weeks after a ‘furious’ Brandon Lewis, who was justice secretary at the time, vowed that the ex-gangster’s son would face ‘consequences’ after he was caught illegally using a smartphone in prison in September.
